


Project update May 2025
Project Update:
At the end of last year, an independent Technical Reference Group (TRG) was established by the Victorian Department of Planning for this project. The TRG provides expert advice to the State Government and to Neoen on the assessment and mitigation of potential environmental impacts.
In December 2024, Neoen hosted a site visit for TRG members to connect the Environmental Effects Statement (EES) studies with on-the-ground examples of native vegetation, creek lines, and other features. The visit enabled council members, regional authorities, and State Government representatives to familiarise themselves with the site and engage directly with the project team.
In April 2025, a second site visit was held, with representatives from the Department of Environment, Department of Planning, and Traditional Owner groups. This visit focused on native vegetation and landscape values and formed part of early engagement efforts with key agencies and stakeholders. The aim is to ensure a shared understanding of the site’s context ahead of formal planning assessments.
In May, we continued our constructive engagement with State authorities to determine the most appropriate pathway through Victoria’s planning and environmental approvals framework. These discussions are progressing positively. We will continue to keep the broader community informed as key milestones are reached. The next step will be the public exhibition of the draft Scoping Requirements for the project’s EES. This will be advertised in local newspapers and online, with an opportunity for community members to review and provide feedback.
Renewable Energy Zones:
On 16 May, VicGrid released the draft 2025 Victorian Transmission Plan (VTP), now open for public consultation until 24 June.
Navarre Green Power Hub is situated within the Grampians Wimmera Renewable Energy Zone (REZ) identified in the draft VTP. While the plan remains in draft form, this alignment highlight the suitability of our site for a wind farm, reflected in the State’s approach to coordinating renewable energy development.
We look forward to working with the State Government to understand how the Grampians Wimmera REZ can deliver both community benefits and energy system benefits, aligned with our goals for Navarre and surrounding region.
Field Ecology Surveys:
As part of the ongoing environmental studies for the proposed wind farm, two bird surveys were conducted earlier this year (Summer and Autumn), along with a broader habitat assessment.
These studies are informing the project’s environmental assessments, including strategies to protect natural features such as native grass cover on ridgelines.
Additional surveys are planned for later this year, including further bird and bat monitoring, flora assessments, and habitat hectare mapping.
